According to mafia wars wiki, you'll need 60 body bags to complete all levels. You also need 50 body bags to complete the "Cut the crap" mission.
So, get at least 110 body bags which u can find in the job Break Into Guido Pantucci's Warehouse that costs 27 energy in bronze level before completing bronze tier to try to save up about 6k energy.
